Spain’s new “Mbappe Law” - coincidental timing or further evidence of Florentino Perez’s hold over Madrid’s political powers?
To answer this question, a bit of context and history is needed.

The perception of Florentino Perez within Spain differs from that of global fans.

This is a common defense used by Madrid fans when Perez’s critics dig into his shady dealings.
In reality, this narrative doesn’t hold water.
It’s Perez himself who has conflated the 2 thru multiple controversial deals - the building of training grounds to signing Cristiano Ronaldo and now making room for Mbappe.
Perez’s ownership of ACS (his umbrella construction company) has blended into his dealings with Real Madrid from the start of his 1st tenure. The 2001 stadium training grounds brought a huge payday to ACS, which Perez used to erase Madrid’s growing debts and bring cash for the 1st Galactico era. Those plans were resisted for years until Perez was able to leverage his political ties to get it pushed through.
Fast forward to 2009, in the middle of a housing crisis, when Perez again leveraged his political ties to receive a massive loan that brought Cristiano Ronaldo to the Spanish capital.
This loan came while most businesses were frozen out, unable to get capital to stay afloat.

A few years later, Madrid’s new wave of global stars would grant Perez access to hundreds of millions of dollars in new business dealings. The shrewd billionaire used the signings of Chicharito, Keylor Navas, and James Rodriguez to gain access to huge contracts in Mexico, Costa Rica, and Colombia. Since he 1st arrived, Perez hasn’t separated his business interests and ties from that of Real Madrid’s. This also coincides with Perez’s making it nearly impossible to be unseated as President of Real Madrid - a good convo for another time.
Now, let’s get into the new Mbappe Law.

In one sense, it’s the continuation of the Beckham Law.
In 2005, a Spanish decree was made to entice high-earning foreigners to come to Spain by giving tax breaks. David Beckham was the 1st beneficiary of this law.
What does this have to do with Real Madrid’s president?
Everything.
This new law was 1st proposed last year by Partido Popular Mayor of Madrid Jose Luis Martinez-Almeida and President of the Community of Madrid Isabel Diaz Ayuso - 2 friends of Florentino Perez.
You may have noticed them sitting together at this past weekend’s Clasico.
You may ask if this is just chasing ghosts.
Couldn’t it just be a coincidence that 2 politicians with ties to Madrid’s president are proposing such a law - and that it just happens to come when Madrid is trying to offer their biggest-ever contract to entice Kylian Mbappe to the capital?
Sure. It could just be a coincidence. However, Perez has a history of leveraging his political ties in the capital to line his pockets with billions of dollars in exclusive contracts, and of having politicians negotiate favorable deals to benefit Real Madrid.
